Published proposal of artist Joyce Cutler Shaw for a Bicentennial ice sculpture of the words "We the People" "containing waters of the 50 states" to be created outside the Capitol Building in Washington, D.C., in the winter of 1976. Unfortunately, "the installation required congressional approval, and died in committee when Congress became embroiled in the Senator Wayne Hayes-Elizabeth Ray Scandal." The sculpture was later created in the Geisel Library Plaza of UCSD in 2003.
